Rug Repair- Can This Be Fixed!?

I know how he rips his rug ( on a strand of barbed wire fencing when he leans over to talk to other horses and get grass) but today I brought him in and instead of the tiny rips that where on there before it looks like this !

The whole second buckle has disappeared and each side are massive rips.
Is it at all fixable ?

You need to upload to Photobucket, then go to pic click on IMG code by the side, this will cut the pic, come back to your post and click paste and it should work.

They can work wonders with repairs these days, but depending on the value of the rug, could you not just replace it. Can you put some electric tape along the fence to stop the leaning over.
