Rugs and rubber mats

What rugs do people use when their horses are on mats?

My mare has a small flax bed over mats and always gets them really messy - I use polypropylene coated stable rugs in the worst of the winter and thick (Mark Todd) summer sheets otherwise, but they still get disgusting and the wee soaks thru the summer sheets.

Our new horse will be on mats with a bit of wood pulp bedding. Do I just keep him in turnout rugs (he'd have a separate one for actually going out so he's not standing in wet rugs) ?
 
We use some bedding on top as I can't bear them stinking!

If you have two turnout rugs, I'd turn them out in the rug that they'd worn overnight - so they get aired and rinsed off if its raining! Then when you bring them in change them into the second, dry turnout rug for the night and the next day... So they keep getting rotated..
