Rugs for a lightweight cob?

I am trying to work out what rugs would be needed for a lightweight cob/ID type horse for when I hopefully get a horse.
I came up with...

.Fleece (to act as cooler & layer under other rugs in cold weather)
.light-med stable rug (for colder weather)
.med-heavy turnout
.possible summer sheet to keep the rain off if it's heavy, but no other rugs in summer unless it gets chilly

What do you think?

My Welsh d has
A fleece
Alightweight stable rug
a medium weight stable rug
a lightweight turnout
a mediumweight turnout

If you are on a budget maybe you could just have fleece and lightweight stable rug and put them on together when cold, or let the horse wear the turnout rug in the stable. a lot depends on whether you plan to clip him and what sort of clip.
 
I don't use stable rugs. I have a lite, med and heavy good quality breathable like rambo for each horse, also a fly rug, summer sheet and thermatex for parties in the winter.
They wear their T/O inside.
