Rugs too large round neck, any fixes?

My draft horse is extremely deep in the body and has to wear heavy horse rugs. He's actually quite slim though, and I hogged him recently which has reduced his neck circumference even further.

I've fastened the chest as tight as I can including removing the trigger clips. They are just about acceptable but sitting on his wither and I'm not happy.

What can I do? All I can think of is getting darts sewn into the neck, or maybe moving the top buckle in but not the bottom one?

Any easier solutions?

Can you make another hole in the strap? I usually just sew darts in mine. It's not pretty, but is functional.
