I have a 16.2 holstein and need to buy new medium/light weight turnout rugs but she is quite broad at the shoulders and rugs can rub her shoulders any suggestions
 
The Weatherbeeta 'Freestyle' range have shaped shoulders, that allow for extra room and are very reasonably priced and well made

Stay away from Horseware rugs... My lad is a 16.1hh Danish Warmblood and Horseware rugs rub him badly as he's got a wide chest and shoulders... Do you have a Decathlon stockist nearby by any chance?
 
Amigo rugs are great, they are a really good fit. I also love Mark Todd rugs for my boy who is broad at the shoulders. There are Amigo rugs in medium and lightweight on ebay the now for around £30

I've been 'bigging up' these on another thread - IV Horse rugs. They've been great for me since I had them recommended by a friend. They have quite a large selection which I think has just been updated, I'm sure there will be something to suit you (they do small pony versions of their rugs so I'm supposing they have most horse sizes).
