Lots of questions here!

I need advice on good Stable Rugs and Turnout Rugs to fit (literally lol) from 12.2h to 17.2h!

They need to be durable and long-lasting.

Price isn't really an issue if they are really good!

And for ponies suffering from Sweet-Itch do rugs really do the job keeping them protected, or is it better to keep them in during daylight hours?

And I need advice on coolers too!

If anyone has anything to add that I haven't listed here just go ahead

Sweet itch rugs work - keeping them in also helps

I've had a lot of success with Amigo rugs - although the t.o rugs tend to come up small

also, I like the Weatherbeeta stuff - good value for money
 
I have been really impressed with Premier Equine, they do a good turnout which comes with 3 different liners and 2 necks, and so far seems to be holding up well (Buster Trio). I don't think I need any other sort of outdoor rug apart from perhaps a lightweight turnout, although the outer layer of this is ok for all but really warm weather. I have heard that the velcro doesn't last well compared with the Rambo Duo, but so far mine has been much stronger (I have both and would definitely get this one again - it's a lot cheaper as well).
 
I have Rambo duos and can highly recommend them, just been through its 3rd Winter and washed and re-proofed up like new. Also like the Weatherbeeta rugs, same as Rambo in the looking like new and wearing well dept after 3 Winters.

The Rambo Sweetitch Hoody is an excellent sweetitch rug, my friend has 2 of them, keeps them clean and they are like new 4yrs on. Can highly recommend them!
