Is this the horse who is currently living in all the time? If so, I would say most definitely not. Perhaps you can borrow a couple of bales from somebody else on the yard?
 
I have known Chaff to be suggested as a hay replacer many times however I would imagine this is more like alfafa based to ensure they are getting good quality forage, you also need to feed quite a bit which can become very costly

Could you not visit another yard and ask to buy a few bales of hay from them.

Using haylage that is fine but needs to be introduced gradually over a week so as not to distrupt the digestive system.
 
Yes, you can feed chaff as a hay replacer (part or full) - Just make sure its the right chaff. Like Dengie Hi-Fi Lite is great for this. I fed it to one of my lami ponies when I was having a job getting hay for her (and she was on a dirt paddock so getting no grass at all). The Hi Fi Lite is good because its not quite as tasty as some so they limit themselves. I just fill a big tubtrug full of it. Obviously just keep an eye on the horse to begin with to make sure it doesnt gorge itself on it.

I personally would rather feed this chaff for a day or two rather than suddenly switch to haylage which I think would do more damage than good (since you need to introduce it very slowly!).
 
I used a mixture of hi-fi lite and readigrass last winter when the hay ran out completely on the island! Just as magic said ts not too tasty so they just kinda nibble at it. i think it actually says on the hi-fi lite packet that it can be used as a forage replacer! and its extremely low cal.
 
Totally agree with MagicMelon , you should have not problem feeding Hi Fi instead (but it is a very expensive option). Could you not buy a bale or two of hay from your feed merchants to tied you over?
