Running up to other dogs

Looking for a bit of advice. I have a Pom of about 4, she's very intelligent and really trainable, knowing lots of tricks. She's a confident dog and the leader of her little pack, (2 others) However, she's got into this really bad habit of running up to other dogs In a way that could be interpreted as being aggressive.
Although she generally has good recall and knows what's being asked, when she goes off like this she chooses to not listen. Once she gets to the other dog she is friendly and eager to sniff, and not in the slightest bit aggressive. She just does a good impression of it on the way to them.
She is worse on the lead when she can't get to the other dog, pulling and up on the back legs to try to get over to them.
Any ideas why she does this, and what's the best way of stopping her?

When my two went AWOL for eight hours, my trainer advised longlines for 6 months! I think you need to re-teach an absolutely solid recall-Google Ruby the whippet who went from ignoring his owner to coming immediately. If she's treat oriented, use them. Take her out hungry and only feed from your pocket.

I'd be devastated if she ran up to mine, because he'd probably try to attack and really hurt her. I have control over mine, but dogs running up 'out of control' is the bane of my life.

Agree with above, longlines and basically have to re-teach them to come back, treats etc. If not food orientated then how about a favourite toy you can get her attention with? I am afraid I am not too hot on training (my collie basically trained himself!) so I am sure some others will have more advise.

My dog is unfortunately dog aggressive and now blind, so he is even more likely to snap if startled. I keep him on a lead all the time, but dogs running up to mine not in control are also the bane of my life. I would be very worried that although friendly, she may run up to the "wrong" dog!

I have to admit, I was worried about this with Fizz. She does seem to have got over this at the moment (except on Sunday but they were greyhounds we were walking with rather than strange dogs) and does come back but I don't call her back if the other dogs are off the lead. Another vote for long lines here.
