Saddle Fitting

Ive got a saddle for my horse but its sitting really low on her withers. I can just get 2 fingers under pommel. Ive padded it up with a prolite pad & sheepskin numnah but should I put something else under it as well such as a polypad?

ETA - Id buy another saddle but this horse is for sale so dont want to.

Ehmmm - it sounds like your saddle is way too low on the withers here: appreciate you don't want to spend money BUT if you want to sell it might be worth changing the saddle and selling complete with tack?

I don't think its good to be using a saddle which doesn't fit: you don't want bad habits like bucking to develop which can easily happen if the horse isn't comfy.
 
As it is only temporary, you could get rid of all the stuff you are currently trying, and buy a front riser.
