My daughter has started riding my little mule and is loving it, so I think it’s safe to invest a little in some decent tack as she’s clearly not going to lose interest any time soon.
We currently have a cheap little cub saddle but I’m not too happy with the fit and it seems very rigid so possibly isn’t the comfiest option for either my daughter or little mule.

What would people recommend as a good little saddle that would be suitable for a tiny rider (21 months) and equally tiny equine 10hh?

I recently bought an inky dinky and it is a lovely saddle. Seems very comfortable for pony and rider. Some purists will no doubt say the pommel/cantle arrangement wont allow the development of an independent seat but watching my little boy today a) I would disagree and b) I'm not aiming for him to go round Badminton. He's secure without someone holding him on and is enjoying it which is what matters. Definitely recommend them.

My 19 month old nephew is doing well in his inky dinky. No one his age is going to ride a wide pony in a classical seat! Fun and safety are surely priority as a toddler.

We use the wintec cub saddle, it is treed (but I think with a flexible tree) and have had children from 9 months to 10 years riding in it on my 11hh shetland welshie cross.

i wouldn't have a wee one that age riding without someone supporting from the side and I would use a pad like a snape or thorn. Loads of people love inky dinkys but they make me cringe.

You'll find less leg splay on a wide pony with an inky dinky than a thorn or similar. Put it this way, my 3 year old is more comfortable riding a 13.2hh wide backed Fell on an inky dinky than he is riding a 9hh shetland on a pad.
