Try Kent and Masters. They have a high wither version. They have changeble gullets which will be useful for you if he is going to change shape. They are made of english leather and retail at £675

i have a young thoroughbred and my saddler suggested the gfs event saddle and it has turned out to be the best investment, it doesnt move on him and is an amazing fit on his growing frame.

Balance International. Their saddles are designed to do exactly what you describe. A new one would be more than your budget but there are usually a reasonable number of second hand ones circulating. Have a look at their website, or Lavinia Mitchells.

Try a Fairfax, beautiful saddles, and very adjustable, they do just about every type you can imagine, high wither, cob, etc etc.

Ditto others- fairfax or kent and masters. Very well designed for TBs, in fact hard to beat fit wise for TBs IMO.

Do not go too wide and pad though, it doesnt work and a too wide tree can be just as harmful as a too narrow one. The above saddles are adjustable if the horse changes shape.
