Scabby flaky horse!!!!! Advice needed

One of my friends owns a WB gelding who is a bit of a sensitive soul! Despite being groomed on a regular basis and having oil in his feed he has very flaky dry skin with dandruffy flakes on all his clipped bits. He has very fine/ soft skin and also marks and gets rubs from his rugs and reins very easily.

Does anyone else have a similar problem or can offer some advice on what she can do.

The horse has a blanket clip and is stabled during the night and gets turnout in a barn or a paddock during the day depending on the weather - he suffers badly from mud fever so doesn't go out if it's too muddy.
 
Could be dematitis which is usually caused by bacteria, viruses, or allergies. Perhaps it is worth a call to the vet to determine exactly what you could do, especially if it is irritating him.

An old horse of mine had dematitis and a good warm bath in some special shampoo helped as well as a skin supplement.
 
Thanks for the suggestions. It could maybe be dermatitis or something bacterial caused by being rugged up all the time.

It doesn't seem to bother him - he's not itchy. It just looks horrible and as he is black the flakes really show up.
