Scared of Lead rope

My yearling is scared of lead rope when she thinks it chasing her.
I can catch, lead tie up, touch her all other with one, lay it over her neck, back etc and she is very chilled out about it.
However, if it falls off her neck or I drop it by accident, like last night as the gate, she moves and it followers her on the floor, she really panics and runs blind, she ran round field for nearly 1/2 hour last night petrified of it! Fell over twice. I couldn't get near her, distractions like food didn't work etc but eventually caught her, grabbed it and she stood and let me rub it all over her including her legs and was fine.
So she seems good if a person or a fence is attached to the end but if it's loose it's scary!
How/what do I do to get her use to this? It needs to be worked on as once she is backed (in few years) I don't want her to run from reins if someone falls from her for instance.

There is a Steve Young video of a horse with the same problem, it may give you an idea.
Eta I think the tittle was something like "horse scared of snakes"

I had a youngster like this.
I got an old leadrope and clipped it to my pocket so it went everywhere with me, dangling and dragging along the floor. So when I was in the field, putting out his hay, poo picking and leading him, this leadrope came everywhere.
The horse soon got over this rope as it became very boring!
