school giving money to pupils to buy horses

Ever heard of this? It just got me thinking after a thread below, as at my last yard, I was offered 15K for Chloe...(no joke)....

but by a young school girl who claimed she was given the money by her school to buy a pony for the team, and she wanted Chloe.

Schools don't actually do this do they....

I've been confused ever since that conversation....It cannot be allowed, surely?
