Scurfy mane and tail...Solutions?

Good evening.

Anyone else have a horse with a really scurfy mane? My daughters DWB x has a really terrible mane and tail. He is on Winter Glow/Summer Shine which was suggested but it hasn't made the blindest bit of difference.

So I was wondering if anyone had any hints/tips in combating it and achieving beautiful, dandruff free locks?!

After finally getting him out of a rug with a neck my boy had a worn patch on his mane and the dandruff type thins, it also looked just dull. While it's been warm i ashed it with a tea tree shampoo which seems to have done the trick. New hair is growing and it looks healthier.
