Sensitive skin?

My OHs JRT has very sensitive skin. Not in he's itchy all the time but wearing his halter and coat under his wee arms (front legs!) get very red no matter how loose they are. I suggested walking him using the collar as he walks to heel anyway so it's not like he needs to wear a halter and so his skin wouldn't be rubbed but OHs mum and dad weren't too keen on the idea.

Any ideas how to toughen the skin up?

i have lot of pets , .....but the one dog name jacky have very soft and senstive skin...its a cocker spinear..and its too cold here ....and i found that there some spots..appearing on its skin,....wheather i go to doctor or just its due to the winter????
please answer me

How about lining the bits that rub with sheep skin???
