Severe cruelty to pony

Recently my friend's non horsey neighbours bought their novice rider daughter a little welsh sec c pony.
They built a stable leading into a small grass enclosure for it to live in. They have NO grazing whatsoever. The enclosure is roughly 15ftx20ft.
They have had it roughly a month and half and i have never seen hay in its haynet. They leave the house at about 7am return at about 6pm and in that entire time it has no food, no grazing and stuck in this box sized enclosure.
It stands in that enclosure like a dead cow, absolutely lifeless. Its miserable.
So far they have ridden the pony 3 times for 20 mins at most. It is going stir crazy.
We have offered to have it in one of my paddocks, we've have told them it has lost serious amount of condition and they're going to blow its head locking it up like that 24/7.
They have laughed in our face about our concerns, and continue to do nothing about the situation.
Today was the final straw as i walked past where the stable the pony was rearing up. I let it out into its enclosure. I looked in the stable, no bedding, no hay, no feed and NO WATER!
When i looked at the pony it was tucked up, stressed, its feet looked in poor condition and it was seriously upset.
Mr friend has spoken to them again tonight and nothing. They took no notice of her concerns.
What more can we do? Is it now the time to call in the RSPCA?
The living situation is very close quarters and my friend doesnt want a highly tense home life, but now its come to life or death with this pony, I cant go on seeing it the way it is.
If they were my neighbours id burn all bridges happily, but i have to tread carefully for my friends sake who has to continue living there with them
Does anyone have any suggestions?
Im desperate now.
 
Yes, no food and water is definately time to call a welfare organisation (BHS or WHW are preferable to RSPCA.

let us know what happens.
 
Could you do it and make out it's nothing to do with your friend? They must be pretty horrible/thick people!!!! No water is really bad!!!
 
Oh God, I'd be getting that poor pony out of there as fast as possible. Let you do all the talking to excuse your friend, but forget trying to be niceto the neighbours, if they wont listen, then the pony comes first. Ring the RSPCA, that poor little pony deserves a better chance!!!!!!!!!!!!!!!!
 
Would definately report it to WHW or BHS (personally I wouldn't use RSPCA, I rehomed a shetland in a terrible state, who had been reported to them at least 4 times over the years and they didn't even see it). I reported a group of horses to WHW with very over grown feet. They keep your detail totally confidential and the feet were sorted within the week. I didn't mention to anyone locally that I had reported it, so there was no way they could find out who had.

The chances are if they are total novices they will probably try to educate them and push them to improve the pony's situation, before they go along the lines of prosecution or removing the horse.

Hopefully, if they don't take you and your friends advice or offers of help, they will listen to them.
 
Please report this matter immediately and without delay to World Horse Welfare. They have a dedicated Welfare Hotline.

It's unfortunate that it will make your friend's home life uncomfortable for a while, and I'm sure she doesn't want a highly tense home life, but from what you say it's NOTHING compared to what this pony is going through. You've both offered help and advice and they've ignored you, so no more Mrs Nice Guys, that pony will die unless you make that phone call.
 
I agree it needs reporting if they have taken no notice of what you or your friend have said, your details remain confidential but if you're the only people who have seen the pony then the owners could make the connection but that aside the pony needs help.

Report it to the WHW within normal office hours or to the RSPCA's 24 hr cruelty line 03001234999.
 
why worry about what the people will say if they find out its you who reported it..at end of day the pony is obviously not looked after at all and needs sorting...stop beating around the bush and make that call to WHW. if it were me I would have gone ape***** on the owners and taken the pony myself...
 
Report it to WHW TODAY. Poor pony his life sounds utterly miserable :(

Not 100% sure what you meant by this, but please do not do anything yourself, if you provide food and water and then an officer attends and see's it with supplies the officer will not be getting the full picture. How do they know who has given the supplies if both you and the owner claim to have given it! please just leave the conditions as the owner has left it and report it asap so the full picture can be seen by the attending officer.

Ive been to check on the pony today as i knew the family wouldnt be around to see me doing so.
Again no hay, and barely a thimble full of water.
I am reporting it today and leaving my name so that my friend isnt held responsible.
I cant see this pony go another day in the state it is in.
I cant work out whether these people are stupid or just dont think about the pony as top priority in the clearly busy schedules.
They were advised against getting a pony in the first place by 3 different people and yet still went ahead and bought one.
Thankyou again and I will keep you all informed on what action is taken.
 
Can you give it some hay and water while the owners are out - just as a temporary measure until the welfare organisations are able to deal with it? Please keep us updated as to what happens....I can't believe the ignorance of some people x

As said previously please do not interfere at all, as this could interfere with any investigation, as harsh as it sounds step back and let the welfare officer deal with it, WHW may have a faster response time and you're guaranteed to have an officer who has equine background, but they don't work weekends, so you could try the RSPCA as they operate 24/7 if you feel attendance this weekend is needed, but when reporting it make sure you give full details about how long the pony has been without feed and water and the body score/condition of the pony as a result.

RSPCA investigate a genuine cruelty case? That would be a novelty for them! It is highly unlikely that there will be any "investigation" - probably simple words of advice which won't be heeded by the owners. I'm sorry, but regardless of any "investigation" I would make it my business to see that the pony had water. I would not see a pony die because I just stood by and let it happen in case it affected any unlikely investigation and subsequent prosecution. There is absolutely NO guarantee of either the RSPCA or WHW being able to attend this weekend. I know, I have experience of nothing ever being done by them...
