im thinking about getting someone to ride my horse a couple days a week and help out with stable chores in the winter. does anyone have any advice on finding the right person for the job?

Are you on a yard? Put up a notice. Mention it to your local RC, your instructor, farrier etc. Hopefully that way you can get a good reference or maybe even know them.
If no luck put up a notice in your local tack shop / feed merchant.
