Viewing a horse on Saturday but there is no area to ride in at their yard so the owner is hiring an arena nearby for the viewing, should I offer to pay for this or is it the owners responsibility?

No I wouldn’t offer at all. It’s up to them to provide appropriate viewing facilities.

If it was summer and they had a perfectly good field to ride in, but you insisted on an arena then that’s slightly different. But you can’t try a horse without riding it about so if they don’t have an arena in winter then I’d say it’s up to them.

They don't "need" to pay for anything if there is a buyer prepared to buy without seeing the horse on an arena, and plenty do.
.

Then they would not need to show me their horse .
I have have had people take horses to schools many times they have hired xc courses so I can see horses do that .
They have travelled horses away from the yard so I can see they hack .
You have to work and sometimes spend to sell a product

That's all absolutely fine, and that's you and a lot of other people too, but it doesn't get away from the fact that there are horses sold all the time to people who don't try them in an arena.

Horses kept on places with no facilities are often the kind bought by people who are also going to keep them with no facilities.

This seller doesn't HAVE to do anything IF they can get a buyer without.

I wouldn’t sell a ridden horse to someone who didn’t want to at least see it ridden around. I’d seriously question their level of experience and/or motives for buying the horse.

I’ve bought ridden horses unseen from the other end of the country, but only after videos of them being ridden on both reins at walk trot and canter. Straight lines up the lane don’t count.

ETA In a field is fine, but that’s not an option at the moment is it?

People are usually very very keen to sell me a horse I have never had anyone balk at taking the horse somewhere where it can show itself off .

You appear to be assuming that everyone wants to buy the kind of horse you want to buy and in the way you want to buy it.
.

I wouldn't bother trying a ridden horse unless I can try it in an arena.

The OP isn't asking if people would buy without an arena viewing, they are asking if they should pay for it.

Would you pay for the arena hire if they have to load up to transport the horse there?

No I am not I am assuming that Op is viewing horses now and that means being able to see it move and atm you need a school for that even my least wet field would not be safe for a viewing and it would not allow a full soundness assessment .
If you are buying a hack you perhaps to see it in a school but seeing a horse doing twenty minutes moving through it paces on the straight and different curves is pretty important if you want to access its soundness .
Unless the Horses lives on exceptional land that is not possible atm .
It’s also safer in most cases to get on horses you dont know in a school .

Thanks for all your replies- the owner offered to hire the school, I'd personally view without but would prefer to see it in a school if possible so i wasn't going to argue when she offered! He was just backed at a different yard and came back just before Christmas, since then he has done a little hacking but has had a bit of a break really so we won't be doing much! I think i will offer to give her some money towards the cost though, wouldn't want her to think I'm rude! And it won't break the bank as luckily he is really close to me so won't be spending a small fortune in fuel!

Totally agree with GS . I would expect the seller to pay if they haven’t the right facilities to show the horse off at home .
We bought one horse and asked to see it away from home . So the people hired a local arena . It was important as it was for my daughter and I needed to see if it was good away from home . Sellers didn’t question it . We bought the horse .
When selling anything you have to accept there will be associated costs involved .
I like to see horses in an arena , especially Youngstock . I like to see them moving .

ETA , I even get my vet to do a vetting before I advertise.

Offering to pay sets up a good relationship with the seller. Might help you with negotiating price if you like the horse.

When I bought Homey 15 years ago they didn't have an arena so I rode him in their field before taking him on hack but it was summer and I was able to jump him the field.

I would not want to get on an unfamiliar horse for sale without seeing it under saddle first and trying it out in a safe place before riding on a road or public land especially if I don't know the route. But then plenty of people buy unseen.

If you don't have facilities for viewing a horse it does limit the amount of people willing to try the horse.

I think if the owner has decided to hire the arena to better market the horse rather than you asking for them to do so that is their choice and I would think no need to pay.

Again, you are assuming that everyone who buys a horse should buy it the way you buy horses.

The OP posted immediately after you

the owner offered to hire the school, I'd personally view without

And in that situation then imo it would be kind and pleasant, though not necessary, to offer to pay for the arena hire.

I bought a young horse a few years ago, at this time of year. It was flooded everywhere, their fields and outdoor arena were under water. I hacked the horse out along the roads, and took her through the woods ( we waded through floods at one point!) If the owner had offered arena hire, I'd have accepted it, and would have offered to pay for it , but actually, I quite enjoyed the trial ride I did have - we had fun! I bought her, still have her, and we're still having fun.
