Should I take the puppy or run?

We live in Greece where there is only one breeder of whippets, he has one female puppy left from a recent litter. I went to see her at the weekend. It was all very odd. The mother and father of the pup weren't at the "breeders" house, he says they are kept at a friend's house where the whelping box is. The puppy was lovely, very friendly and outgoing but difficult judge more accurately because she didn't have the rest of her litter with her. I know there are lots of alarms here...but bearing in mind this is currently the ONLY whippet puppy I can get in the country, what would you do? (The parents have certificates as champions etc and are from great lines), he said I could meet the father another day but I got the distinct impression he didn't want me to meet the mother. Is it possible that a lovely friendly puppy could turn into a monster later on?
 
Without seeing the pup with its mother you’ve no idea who the parents are so it’s irrelevant how many certificates the alleged parents may have. Have you looked into importing a pup?
My guess is that the ‘breeder’ is palming off puppies for a premium price by saying that’s who the parents are when it’s quire likely they are from lesser quality stock.

Yes I've looked into importing, the good breeders in the UK say they don't send their puppies overseas (which I understand), plus importing from Sweden or Italy etc leaves me open to the same problem - I won't be able to see the parents or indeed the puppy before purchasing.
 
If it's the kennel I've Googled, they've imported a whippet from a kennel in Ireland which seems to have now relocated to Scotland. So some are amenable to export. You could get someone in Scotland to go and have a look.
 
I would insist on meeting the mother, and father too if that is possible. Genetics have a huge influence on the adult temperament.

I think the reputable breeders are only amenable to export when the puppy is to be used for breeding ultimately. I think I will end up having to look at sweden.
