Don't know if he's still going but Finnbarr that stood at New Hill Farm (Mark Fitton) is a cracking sort. Can't think of any others as small as him but if you go on the breed website that should help.

Might get slatted for this but what about using a good Highland/Fell/Dales; it'll have to be a very good mover not just a prety face? That way she might stay within the height bracket. If she doesn't mind going higher, so out of class, I'd suggest Maurice Miner, a full Irsih Draught by Colman. He is throwing exceptional movers with great temperments. This is one by him out of a 15 hands TB - he's now 17.2 at three and half!

LOL i was choosing between Marksman and Dollar!! Dollar won in the end!! but the main reason is his foals look quite broad in the chest and with bracken being 19 now!! wanted to use stallion that wouldnt potentially give her difficulties birthing!!Dollars foals are all legs!!! also Marksman is same height as bracken so wanted something a tad bigger!! i do like the hairys though they would be wasted on a TB!! also on there is springhill-ballyboy that i briefly considered not because he's coloured but seen him showing at the royal welsh a few years ago and he really stood out to me!!nice movements etc however again it was the height thing!!!

Was looking on stallionsonline.co.uk

And found this, probably not what you want, but it made me LOL!
