I think so. I guess his passport is through them and if they are like other passport issuers they ask for the passports back if the horse has died.

My passport is none exsistant, it was withheld by some stupid jumped up farmer and I was in the process of getting a duplicate (had drawings done, was just about to send off when he passed away)

If you ring them up they will just tell you that you have to send the passport back for it to be confirmed. I know as when i lost my ex-racer i rang them up to inform them and i was told just what i have said. I still have his passports as i could not give it up, stupid i know but i just could not cope with sending it back it was like giving up the last thing i had of him. I have never been chased up on it or has any contact about the horse, so if you have no passport for the horse anyway i wouldn't worry about it.
