silly horse goes stupid if other horses behind him any ideas ??

my otherwise very well behaved horse gets really really stressy if we are out hacking and meets other horses especially if they are behind him, I would understand if they were trotting up behind or he didnt know they were there, but even if they are just walking quietly a good way behind he starts off turning and staring at them then starts spinning then start trotting and cantering sideways up the road and pogo-ing on the spot. he is better if its a horse he knows and we left the yard together although he has always had issues with other horses cantering behind him so we try and stay at the back and hack in very small groups. he gets quite funny if they pass him from the other direction on the other side of the road as well trying to turn round and stare after them etc. he also can lose it if we go past horses in fields and they move ( even a littel bit ! ) or look at him. he lives happily with other horses he isnt left on his own at all and hacks out quite happily on his own. any ideas why or what I can do about it ???
 
My boy used to be like this and can be very silly if horses actually go past us although ive become used to being able to pull him up (even from a gallop!) and all it took was calmness and persistence in my case.
