Looking to get a lightweight and have 2 options currently - an ifor Williams hb401 and a cheval requisite mare and foal.

Any advice?

I think so - but I’ve read online that it’s not a legal requirement? On the ifor Williams page?
It is a legal requirement if for example your vehicle has a GVW of say 2100kgs and the trailer has a plated MAM of 1600 because for towing on a B licence you need a max of 3500 and that adds up to 3700 meaning the trailer will need down plating to 1400
HB 401/3 has an empty weight of 780kg so at 1400 it has a max load capacity of 620 in that example

I think you might have read that a trailer does not need down plating to match the towing capacity of a vehicle which is legally correct

I'll throw bockmann and fautras into the mix (if you can get your hands on them!) Great trailers and much better build quality than those in the OP
