Skin problems!!! Help!!!

I have a paint gelding that had a horrible coat and skin problem when I first got him. His coat has improved great but he has these wrinkles In his skin that wint go away. They are in both of his sides and neck. He won't ride without bucking some now and I don't know what is up with his skin now!! I have pictures if anyone can help it has ever seen this. I read where there is a known condition in some horses where their inner skin does not attach like it should. I can't remember the name. If that's it I'm doomed to have him for a trail horse.
 
I had a Vet come out after I got him in May. His coat and skin was horrible then. I wasn't that happy with that Vet. I have his coat and skin better now but he has these wrinkles on his body and I'm going to take him to a different Vet who is an hour away. Hopefully going next week. I would like to post pics to show you all, can't remember hiw to do it !
 
Thanks!1 I guess it worked looking in my album! He suffered from photosentivity about a month ago along with sunburning from that. I have healed him from that but he has these wrinkles and bucked yesterday with the saddle on. Im waiting for a trip to a vet an hour from here so hopefully I find out what it is.
 
Hi, he may have allergies, my horse also has developed them and he came out in horrid rashes all over his body. I have had skin tests done and poor boy is allergic to most things :(
He also has wrinkles on his neck and sides, but not as bad as your horse.
