Skittish pony

Hi everyone, hope ye have all had a great christmas. Just have a question about my young pony, he's off at the moment as I'm pregnant but hope to bring him into work in the spring. He's a very spooky and skittish pony anyway but if he doesn't like/afraid of something I'm going to do him he'll pull back/rear away from me on the lead rope. He was professionally broken and and turned away but seems to have formed this habit to get out of situations he doesn't like. Have worked on him with a dually halter but was wondering if anyone had any suggestions on how to over come this.
Any help appreciated.
 
I wont pretend to have the complete answer as i really struggle with one of my ponies who did do the same thing. The thing that seemed to stop it was me holding the very end of the leadrope, now he just stops and when he realises there is absolutely no pressure on the rope i can normally encourage him forwards.

When i held the rope in the conventional way he pulled back as soon as pressure was felt and was gone so quickly that i didnt have time to ease off the pressure

Its been a few weeks since i changed tactics and so far so good
