Slightly concerned - can't figure out what this is on horse's leg!!

I posted a while ago about a splint and a long thing like a vein running down to it.

The splint appears to have settled down and is really small. However, on the same leg running from the knee to just above the splint (it disappears after that) is what feels like a ligament/tendon. It is on both legs (you can feel it behind cannon bone, in front of sdft) and if you palpitate down the leg you can feel it on both legs. Anyway on the off fore it is much more apparent. There doesn't seem to be any swelling, it is the same as the other leg on the outside. Whatever it is just seems quite a bit more pronounced on this leg. I don't think it is a vein because it doesn't feel like one.

What is this? Should I be concerned? There is no heat, he is not lame and doesn't mind having legs poked and squeezed.

Should add that he also has another rather large old splint right under the knee on the inside of the same leg.
 
It sounds like a blood vessel. It is a narrow tube that can vary in size from leg to leg and if you squeeze it and run your fingers down at the same time, it feels like a tiny bubble moving down the leg. When you release the pressure it will return to the top. If this is what it is there is absolutely nothing to worry about.
