I’m not sure there is much off the shelf that will give proper pain relief. You could try paracetamol, my horse was prescribed it by a vet for laminitic pain in conjunction with NSAIDS. It can be given to horses but she was getting if I remember 48 a day for 650kg. A vet more recently gave me a liquid version which was really reasonable and easier to administer, I just syringed it down.

I have a slightly lame Shetland with an arthritic hock. She was miserable in the mud earlier in the year so we tried some bute which worked really well. She's only nine so not wanting her to be on long term bute we put her on Devil's Claw and it's been a magic potion for her, she's still slightly wonky but happily joins in all herd activities at speed now.

Has the vet diagnosed the issue? It may be that an injection could bring longer term relief. Either way, Bute is more effective than any of the herbal one IMO. I have worked with horses who have been on a low dose long term to keep them ticking on, they didn't have any adverse effects.
