Smeggy Yearling!

I have a traditional yearling who is 19 months old. He gets very smeggy around the inside of his back legs and bits hang on the long belly hairs around his sheath. However, when he drops his sheath it's completely and utterly clean. He's still not 100% happy around his back feet and certainly won't let me pick the bits that are hanging off his hairs so I doubt I could get up close for an internal inspection! (unlike my TB who doesn't mind me disappearing up to my forearm!!) should I be concerned or speak to a vet?
 
My young gelding can get quite wiffy at times, with thick black (YUCK!) smeg... I do find though that the more I tamper with it, the worse it becomes so I just leave well alone and simply pick any obvious bits if I see them.. As for his legs.. I would gently massage in some baby oil - that should loosen whats there and prevent any more sticking.
