Snuggy turnout hood....velcro....

Recently acquired a Snuggy turnout hood for my boy.

There is one bit of velcro that I have no idea what it's for

You can just about see it in the photo below.

It is the piece of velcro at the neck end of the hood that lies along the top of the neck.

Anyone know what is it for?

PS. I do apologize for the AWFUL description but I hope you can understand what I mean from the photo

I would guess it's so you can attach it one one of their rugs?? Only idea i have

Perhaps to attach it to the top of a rug with a neck?
