So confused about this jockey whip thing??!

They were never banned, but the rules on their use have been changed/tightened and the penalties increased.
Lots of the jockeys are struggling with the rule changes (mainly because they're ridiculous), and are getting penalised (overly harshly IMO) left, right and centre, and therefore threatening to strike, so now the rule changes are being reviewed.:D
I think that just about covers it.:p
