So sad and a dilemma

Dad and me rode down a new bridleway at the weekend. I was excited as it went thro a stud. It was soooo sad. There were lots of horses but one mare had a foal and she looked very skinny. She looked so sad too. Dad said there was a stallion in a field who looked very very lame. Mum and dad keep talking about it but they aren't sure who to tell. I took pictures on my phone. But don't know how to put them on here. Mum and dad are shocked I think. Whose best to tell.
 
Is it possible to return, on foot or horseback with another, unrelated but horsey, person to check on the condition of the animals you are concerned about? If they are still there and you all agree they look sick/sorry/neglected then phone World Horse Welfare for advice as others on this forum often suggest they are better help than RSPCA who will probably say they cant act if the horses have grass and water. Be careful about posting pictures of "neglected/abused" horses...may be the owner has just rescued them from elsewhere and would not be very happy?! Also, tactfully, ask around at tack shops, etc. to try to find out who owns them and if there's a back-story? Good luck for any subtle snooping!
 
Thanks for answering. You are in the same part of the country as us! Dad is going to Phone the bhs and world horse welfare. We've asked around and the horses have been there for ages. They aren't rescues. The lame horse has been like that for a while. Mum and dad are really upset because the owner is someone they have admired. Mum says they write things for horsey mags & have a horsey business.
 
Look into it more. The stallion may have an injury which is being treated..and some mares drop off horribly after foaling..or could have been ill after..or, they could be being neglected. Definitely do not post photos on here.
 
Ty. They are sweet little things too. Hadn't thought of that and u r probably right that the vet is looking after them. Won't put pictures. Mum and dad say they don't want to cause any trouble. All the others looked nice.
 
Be very careful about suspecting neglect,we had a mare that survived peritonitis and looked awfull for a long time, when having a quantity of animals there will always be a few that are not looking so good.
