They really need to make the punishment fit the crime, this guy should be forced to join the army and spend at least a few years in a warzone. If he makes it home alive (or in one piece) I'm sure he would think twice about any practical jokes around war memorials.

The one who urinated should be made to clean war memorials in the area as well as doing general tidying up duties at any nearby war cemetery for his actions.
The youths who taunted the bomb victim should be taken to hospitals to see for themselves the amount of courage, pain and determination these soldiers endure when losing limbs. All the blood, mess and gore that goes along with it. Even if that part is just shown by photographs. These youths should be made to see exactly how much effort and pain it has taken for these brave soldiers to try and regain some normality back in lives following a tragedy such as this.
Maybe just maybe if they could see this then they may not feel the need to mock individuals less fortunate than themselves.

I'm all for national service. Make the little bast*rds learn what it is to fight for your country and do something worthwhile. Might bring them back men instead of children spoilt by parents and the system. They don't seem to have any value of life anymore. I think most of them think they're immortal and untouchable nowadays.
