Sorry another flu/tetnus q

The horse I'm buying had the first 2 vaccinations of his flu/tetanus course but he has missed the 215day one by 2 weeks I assume this means he has to completely start the course

Is it very urgent that I get the vet out to restart the vaccination program?

Yes he does have to restart the course, but will be covered for tetanus.
Unless you are going to compete then no need for the flu to be kept up to date, but keep up with the tetanus.
TBH, I would be expecting the vendor to cover the cost of the first 2.

It is only imperative to get the dates right for flu if you want to compete in affiliated or riding club competitions. If you do then you will have to start them again Im afraid.
