Sorry to do this again... HOG?

I hogged my clydesdale x but he had a neck to carry it off. I don't think your girl does. As for growing it back it usually goes a lot thicker and looks terrible when it's growing out. So no don't hog. Think of the whole round picture.
 
If he's stabled or you have turn out hoods the do it! If not wait until the spring. But I think he'l look lovely hogged and clipped out.
 
I went through this debate. The main reason that I went for it in the end was that Rosie's mane got that thick that I couldn't do anything with it. So got my friend to do it. I was amazed at the difference and how much I liked it. I think you should just bite the bullet and do it. As people say it will always grow back, but as I am not going out competing over winter I am letting her grow her mane and feathers grow back as she is getting very cold without her mane and feathers will help with mud fever.

I think only you can decide weather to or not.
