Does anyone know if these exist?

I have a spandex/elastane intolerance. It causes my skin to get very itchy and to much exposure leads to read blotches on my skin.

I love the look of the riding tights and the leg phone pocket but I really wouldn't be able to wear them for the above reasons.

I have the same problem with gym wear.

Riding tights are by definition skin tight and unstructured so likely to have more than 5% riding tights otherwise they wouldn't work, you may find a less structured breech with less elastane but they'll be called something else I guess and not quite as tight (i speak as a sewer of stretch fabrics!). Lightweight softshell fabrics like Schoeller Dryskin have a brushed lining (wicking) that may be enough to keep the elastane away from your skin, but they're likely to be too structured for you compared to riding tights. I would have a look at anything that says it has a soft/brushed inner and inspect carefully, you can often see the lycra if you stretch the fabric.
