Stable flooring

I'm getting my first horse and found a plot however its all grass and am not allowed to concrete it incase me move on to bigger land ( this is attached to a farmers land) what can I lay down as flooring that will be as cheap as possible for short term.

Council type paving slabs bedded on a couple of inches of sharp sand. Dont go for lightweight garden slabs as they can break easily.
