stiffness??any ideas??

hello all i am new to this!!
my horse of 3years does this very strange thing hes rests like most horses do BUUUTTTT when he un-rests he hobbles and trys to bear weight from one side to the other???only for a matter of seconds and its gone???hes done this for 12months now any ideas??anyone had the same with there horse??thank you )

When you say 3 years, do you mean you have had him three years or he is 3. I ask because my mare which is 19 does this but she has mild arthritis in her hinds and can be difficult to hold up for trimming behind.
