Stolen horses and passports

Forgive me if I am being thick - its been a long week! but with all the suspicious sightings around it made me wonder - what is the point of stealing a horse if you havent got its passport? you cant sell it or send it to slaughter can you??? or do they just apply for a new one and doesnt that flag up as supsicious since the need to have a passport has been inforce for a few years now???
 
This is one of the great failures of the passport system- it's so darned easy to get a new passport- no questions asked!!
 
I'm thinking that if someone has 'commissioned' a horse-theft they'll probably have few scruples over a bit of paperwork. I'm hugely depressed by the number of horse owners who seem very vague on the whole passport affair, and worse, on the number of people I know would readily buy or sell one entirely without.
 
Has anyone thought that by taking photos they may already be assembling 'bent' passports? Also it would be interesting to look on some european websites for photos of these horses that have been photographed. Dirty theives don't even have to feed the horses or hide them and risk being caught. They could simply pinch the pony/horse when they have sold them. Switch your translators on and get surfin'!
 
i registered my old boy last year and no one asked why he only just getting a passport. so they would have no problem getting a new passport.
