Stopping a tail flat destroyer!

What's best to spray on rugs to stop a pony who likes to pull tail flaps? I was thinking of an anti cribbing spray but no idea what's good/bad.
Open to other suggestions before more rugs are trashed!

NAF do a spray called No Bite for rugs and stuff. It is great, works realky well and doesn't wash off immediately. Just reapply after extended periods of rain.

Doesn't make the rugs sticky or appear to affect waterproofness.

Also make sure you are up wind when spraying it on as if it gets in your nose/mouth you'll taste it all day.

Vaseline mixed with neem oil works as well. Very messy, spoils the rug but foils the rug ripper. We had a tail ripper a couple of years ago that fully removed 50% of my piebald cob's lovely tail by ripping it from the roots. This mixture worked, on tail and tail flap.
