Stopping Biting

Our new pony has arrived and he is doing really well apart from he has a habit of biting. Not in a nasty way it's more pulling on your clothes but I'd rather he didn't do it at all!

We don't give treats by hand but the last owners said they didn't either, they think it is more for attention but I'm not too sure he does it in the yard and when being led. I think he has been smacked for it because as soon as he bites he backs away, I've been making him back away from me afterwards and growling at him but wondered if anyone has had this problem and successfully overcome it.
 
Sounds tempting to smother some old clothing in eg mustard just where he'd nibble....
Our old loan pony used to do this when lead up the road from her field (about 3/4 mile), and I found if you kept the corner of your eye on her the minute she turned her head to get in quick with a growl first meant she didn't dare actually nip. Took a few weeks, even so every now and then she'd go to nip and think better of it, you'd see her head wavering and as you turned your head to look she'd look staright ahead with a 'wasn't thinking of it!' look!
