It certainly looks like something is irritating him. My horse has epilepsy and I don't see anything in the video that looks remotely like the seizures she suffers, but of course all cases can be different. What is his breeding and how old is he? The dilated pupils could simply because he is in not very good light. Don't forget that the rape plants are flowering now and the pollen can travel miles on the wind. I read somewhere that the number of headshakers has risen rapidly since rape started to be grown more widely.
