strange canter?

Mmmm, I am by no means an expert and don't want to put you off the horse if you want to buy, but the hind leg action looks very exaggerated and lifed (also very croup high in canter). Stringhalt comes to mind although I don't have any experience of the condition and could be totally wrong.
 
This was first thought but then he seems totally fine in trot.

Again I am not sure and I'll happily eat my words if I'm wrong, but he looks odd to me in trot as well. His hindlegs look like they might be engaging a lot if you look at them in isolation, but his back is not and his general outline is very much on the forehand, contradicting what the legs alone are doing.
 
Well It's not like any horse with stringhalt I've seen, although I've only seen it occur in one leg as opposed to bilateral but usually the hock is over flexed in stringhalt bringing the hind leg up higher, is more exagerated in trot, this does not appear to me to be the case in the video, to me this horse looks to be constantly looking to change leg behind, is almost stiff through the hock, his back is arched. I'd say there is possibly a pelvic issue???????
