Strange headcollar

I was away camping recently, and on our campsite there where fields with horses in. One morning there was a pony wearing a normal headcollar but 2 leather cheek peices had been attached to the top and a bit was in his mouth even though he was rugged up. Why ?
 
help in leading him out? sort of a homemade chambon? can't be for someone riding him as there would be reins attached! Maybe said pony is also tricky to catch but can't see why you would turn out a horse bitted!
 
good thinking batman... though I still think I wouldn't want to turn out bitted. Paranoid about horses catching themselves on things.
 
Yes, I personally wouldn't want to do it, but maybe they're only on grazing with no stable? Therefore the owner cant put him in its stable, and cant stand there with him for an hour attached to a lead rope. But, that said I personally wouldn't want to do it. :) :)

Wouldn't it make them less likely to want to put it in if they thought it was going to be in their mouth for ages
Think it would depend on the horse, For example if he did catch himself in it and pulled causing him pain, then yes he is less likely to accept the bit in fear of more pain? If you get me? :) Depends, its also better to get them used to having it in for a long time, instead of hacking them out for a long time and then them having a tizz because it's hurting / unusual for them? :)
