Strange swellings either side of the hock

My friend's horse has developed these swellings either side of the joint and they are not warm, he isn't lame (although he did seem to be slightly short for a day or so) he doesn't rest the leg but they are getting harder/fimer. Vet does not know what they are and wants to scan/x-ray. He had bute for a few days but that didn't make any difference. Any ideas?
 
Axel has these, sometimes they're there and sometime's they're not. It makes no difference if he's worked or not, in or out. He's never been lame.
I spoke to the vet and he told me they are thoroughpins and nothing to worry about at all. Its just fluid.
 
Windgalls are just above the fetlock, thoroughpins are at the hock

Are throughpins hard?

These swellings are in the bits that usually dip inwards actually at the joint.

See photo (this is not the horse just the only pick of a hock I could find on the 'net) red lines indicated where the swellings are.
