What do you do if there is a yard that has a confirmed case of strangles and people continue to hack their horses out from there?
Also, there are public footpaths running through the yard and it's fields where horses that have had contact with the confirmed strangles case are turned out.
Is there anyone to report this to?

im not sure they actually have to declare it, or quarantine anymore... i know we didnt have to. we were advised not to hack the unaffected horses out - and we didnt.. but it is only an advisory... and you no longer have to inform defra if your yard is infected.

so im not sure if u can actually report it...

i am always careful anyway, because even horses that do not show clinical signs can be carriers. so i never let mine drink from shared water/streams/communal trophs etc etc - and dont let them greet horses we may meet at shows etc.

and if i go to see other peoples horses/go to sales/stroke horses on a walk, i always hibiscrub my hands before i deal with mine...

it is a nasty illness, but im not sure there is a lot you can do about it...
