Straw pellets irritating horse?? Clutching at straw?

I’ve recently changed from wood pellets to straw, I’m in north Scotland and as flies are awful this year they are in thru the day out at night.
Beds are kept immaculate, poo picked regularly and wet removed.
Anyway my 5yo Sportshorse(no feather) is stamping his feet in box. Fronts and hinds.
He’s fine out in field, I can see nothing on him, the only thing I can think that’s different is the bedding.
Anyone had any issues with horses being sensitive to straw pellets?

Not straw pellets but I had one that was allergic to shavings and came out in lumps all over so horses can react to anything. However if the flies are bad, I wouldn't rule that out even indoors.
