Its to do with breeding...
I think they are inspected and then it means that they are "quality" for breeding purposes...

A premium mare is one who passed it's grading with excellent scores. For example with Trakehners, if a mare grades with a score of 54 or higher they are considered 'Premium Candidates'. If they then successful pass a performance test, they become State Premium Mares. You often see this in pedigrees shortened to St Pr St.
With Trakehners they get seperate scores for Type, Limbs, Frame, Walk, Trot, Canter and Overall Impression

How funny- Trakehner is the breed of horse that I was looking at, and am just about to ring up!!
