When a young horse is described as having substance do you take this to mean it will grow into a big cob type?? (nothing wrong with cobs i know , just not what i am looking for)

No. Horses of any type can have substance, even show ponies. To me it more means that they are deep through, have good heart room and are generally well furnished. To some it may also mean they have lots of bone. This is more likely in a cob/hunter type, but not exclusive to them.
