sugar content in oat straw

I have just bought some Honeychop plain oat straw chaff-this will be for my Exmoors along with some well rinsed, unmolassed speedibeet. They have no issues with feet and live out 24/7. They will only get fed in the worst of the weather along with hay (but it will be introduced slowly beforehand). They don't get fed at all the rest of the year except for hay if needed.

This seems to be normal oat straw, not nutritionally improved but have heard that it can be high in sugar? can anyone corroborate this please? I used to feed Badminton's Easy Rider to everything but now that's no more I am struggling to find something suitable. Not terribly convinced by Fast Fibre (would like more control over how much beet they get as its generally negligible) thought that oat straw is at least low in protein.
